6 People Arrested After Drug Bust In Pennsylvania

Authorities stated that six people have been detained in connection with a major drug trafficking operation following an intensive undercover investigation by the Delaware County Narcotics Task Force (NTF).

The operation, which involved multiple law enforcement agencies, including the Pennsylvania and Delaware State Police, the Camden County (NJ) District Attorney’s Office, the United States Drug Enforcement Agency (DEA), and the FBI, identified Shamar Campbell, 35, of Upland, PA, as the organization’s alleged leader.

The arrests included the following individuals:

  • Shawn Payne, 53 – Sicklerville, NJ
  • Lydell Heyward, 49 – Philadelphia, PA
  • Amir Colder, 45 – Claymont, DE
  • Shamar Campbell, 35 – Upland, PA
  • William Johnson, 64 – Chester, PA
  • Marece Scott, 39 – Chester, PA

All defendants, with the exception of Johnson, face charges of operating a corrupt organization, possessing a controlled narcotic with intent to deliver, conspiracy, and firearms violations.

Johnson has been charged with possessing a controlled substance with the intent to deliver it, as well as motor vehicle violations.

According to the Delaware County District Attorney’s Office, the investigation began in October 2024, with Campbell and his colleagues suspected of drug trafficking.

From October 2024 to January 2025, undercover NTF investigators allegedly bought cocaine from Campbell in Chester.

Authorities also intercepted Campbell’s phone calls, which allegedly indicated over 40 cocaine transactions.

Campbell allegedly sourced cocaine throughout the Delaware Valley, working with Colder, who obtained drugs from Heyward in Philadelphia.

On February 3, 2025, officials allege Colder bought several hundred grams of cocaine from Heyward.

When Chester City Police attempted a traffic stop, Colder allegedly flung the cocaine out his car window before stopping in New Castle County, DE.

Authorities also intercepted Heyward and Payne’s phone calls, revealing a planned drug-related rendezvous in Springfield Township.

The encounter was purportedly captured on surveillance film, which led to search warrants at Heyward’s residences in Philadelphia and Montgomery County, as well as Campbell’s house in Chester.

During the inquiry, police seized:

  • $99,425.66 in cash
  • 8.469 kg of cocaine and 1.5 g of marijuana
  • Six firearms , including handguns from Taurus, Smith & Wesson, Ruger, and Glock
  • Six luxury vehicles , including a Tesla, BMW XM, and Mercedes-Benz Maybach

Delaware County District Attorney Jack Stollsteimer applauded the combined law enforcement effort in bringing down what he called a “significant” drug trafficking organization. The defendants are now being prosecuted.
